Wi Qunmömgwë Ner (/znɛ/ /qunˈmo˞mgwɛ/ [black] [bubble; dome; foam]) is a temperate Town located in the Ůch Ḿåwa Moot of the Viceroyalty of Rosid.
The name Wi Qunmömgwë Ner is derived from the Wood Elvish language, as Wi Qunmömgwë Ner was founded by Ni̊ Phroniavno, who was culturaly Wood Elven.
Climate
Wi Qunmömgwë Ner has a yearly average temperature of 6°C (42°F), with its average temperature during the summer being an icy 25°C (77°F) and its average temperature during the winter being a cool -12°C (11°F). Wi Qunmömgwë Ner receives an average of 214 cm/y (84 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Wi Qunmömgwë Ner covers an area of nearly 5 km2 (2 mi2), and an average elevation of 4866 m (15964 ft) above sea level.
Overview
Wi Qunmömgwë Ner was founded durring the late 14th century in spring of the year 1266, by Ni̊ Phroniavno. The establishment of Wi Qunmömgwë Ner was somewhat plagued by a lack of willing colonists, leading to Ni̊ Phroniavno electing to pay people to resettle in Wi Qunmömgwë Ner.
Wi Qunmömgwë Ner was built using the conventions of Wood Elven durring the late 14th century. Naturaly, all settlmentss have their own look to them, and Wi Qunmömgwë Ner is no diffrent. The town's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.
Wi Qunmömgwë Ner is is constructed arround a semi-circular spacious baked earthen mainstreet, with smaller strait roads linking the circiles to eachother at varrious points. The town has a defencive wall made from querried stone. The wall is equipped with a full set of battlments but the nature of its construction methodology leaves it somewhat vulnerable to siege equipment. That said, the town is well defended against anything short of an army. Unfortuantly, these cost-cutting-focused defences are in extreem disrepair, so much so that one cannot tell if they are decaying from a lack of mantance or damage incured.
A look around Wi Qunmömgwë Ner has something terribly wrong with it. It’s impossible to put one’s finger on, but something is horribly wrong. Maybe it’s the way fog blankets the ground, but only in the connors of places. Maybe it’s the vermin scuttling between shadows in the corner of your eyes. Perhaps it’s the overcast sky which seemed to creep out of nowhere, or the distant howling of wolves. Everything is just a little too worn down, a little too dirty, or both. No one makes eye contact. Kids play quietly, but happily. Occasionally a passerby glances at you out of the corner of their eye, staring just long enough for it to be uncomfortable. People seem to be allowed to do as they please with little harmoney to anything. It feels less like a town, and more like a spot people just happened to place their homes. Regardless, you do not feel it would be wise to remain in Wi Qunmömgwë Ner long.
Civic Infrastructure
Wi Qunmömgwë Ner has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Wi Qunmömgwë Ner. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Wi Qunmömgwë Ner's parks.
Wi Qunmömgwë Ner has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Wi Qunmömgwë Ner.

Wi Qunmömgwë Ner possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.
Wi Qunmömgwë Ner has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Wi Qunmömgwë Ner's natural decorations nor waterways.

Cultural Notes
Wi Qunmömgwë Ner's bank was built using a different architectural style from the rest of the town. The style used is known for its buildings being predominantly formed through the combination of basic geometric shapes. However, it shown in the detailing given to the structures such as its characteristic tall columns, intricate detail, symmetry, harmony, and balance in their designs to an astonishing degree of precision. Decorative elements for the buildings tended to be built into the structure itself, making great use of fluting, frescoes, inlays, and embossing.
In Wi Qunmömgwë Ner every night at precisely midnight every structure in town is engulfed by sailors fire until the end of the witching hour.
The Manticore near Wi Qunmömgwë Ner are known to be a mutant strain of the creature.
Wi Qunmömgwë Ner's citizens partake in a curious ritual relating to their local kami. It takes place in summer and involves square dance to channel Conjuration energies of tier 2 via recitation of scripture.
